Abstract

The Internet is a network of networks. The independent parties that own and manage various segments of these networks generally compete, cooperating only when market and economic conditions compel them. It is encouraged that trade and cooperation among ISPs be increased, creating an environment that fosters growth of the infrastructure and the value-added activities it supports.
