Abstract

This chapter takes as its starting point a special issue that Paul Benneworth and the authors co-edited in Industry and Higher Education in 2015. It will explore what is now understood about the dynamics of regional change from the perspective of how policy derived from the triple helix model is designed to ‘create a kind of entrepreneurial regional “DNA” unique to the regional context’. This then has the capacity to lead to development of new industries. The chapter will focus particularly on the mix of Higher Education Institution (HEI) in different types of regions.
