Abstract

Higher education in any society is a costly enterprise. It is labor intensive, and the labor, especially the highly skilled professoriate, is expensive relative to the work force generally. Higher education also requires large numbers of other kinds of professional, semiskilled, and unskilled workers-not to mention books and periodicals, many square feet of classroom and office space, expensive machines and equipment, and living facilities for students.
