Abstract
WaterBank - a meeting place and water improvement system in the Terban district of Yogyakarta Indonesia - is an experiment in creating an Internet of Things like the system in an emerging economy. WaterBank is situated in a unique context that shapes its opportunities, ambitions and limitations. Placed in the contested space between government control and bottom-up local initiatives, WaterBank is a response to the lack of effective governmental control over the procurement of essential resources.
