N2 - Chargeback policies tend to be among the more controversial issues facing information system (IS) managers. A solution to the problem is to map the chargeback system to the IS environment in terms of its role and extent in the organization. This paper adopts a contingency vies of the IS chargeback process and proposes a framework for determining the type of chargeback system that is most appropriate for a particular IS context. Agency theory, from the microeconomics literature, is used as the basis for modeling the cost allocation problem and in the development of general theoretical proposition related to several IS contexts.
